Just how does budgeting fit into strategic and operational planning? The answer is that the budget reflects the dollar manifestation of the plan. It is quite difficult to put dollar costs to those plans and make them all result in a profit. The budget is the planner’s governor. It forces a reality on the planner that is mandatory for profitable operation. Ultimately all plans must be quantified into dollars and checked against realty.
