AAP’s Budget : Crowning the Masses
Budget has always been up on the priority list of both the masses and the Govt. With the time of budget announcement approaching and the AAP Government taking hold of the capital, the anticipation of what this yearβs budget would hold is also gruelling.
The ruling government has clearly mentioned that budget allocation in Delhi would be done on the basis of grass-root governance. Earlier, there were Mohalla-Sabhas wherein issues of that particular locality would be addressed and accordingly budget was allocated to that locality. The idea was successful. Therefore, the party has decided to extend this to the point where common people are involved.
So, this is a sort of experiment the party is conducting on a pilot basis. To address the issues and concerns, that is, for some sort of a feedback, the party has chosen 5-10 assembly seats. Their feedback would be discussed in the Parliament House.
For example, in the Mohalla Sabha system, the MLAs conducted mohalla sabhas with the masses of the locality. In these sessions, the budget allocation of the Local Area Development Fund was discussed.
The current experiment thus comes from the Mohalla Sabha system and the principle of overarching that comes from the Swaraj Bill.
So, this year the budget would be based on the needs of the masses. And, the initiating mode would be pilot basis.

I think if this pilot project is approved later on, the budget may become a case of want of the masses, rather than a need. But I do agree this is a way of crowning the masses.
Thanks for posting your views. I do second your point as a possibility. But, if they are able to really prioritize the requirements, this experiment may prove fruitful.
