You must use IETF encapsulation if one router is not a Cisco router.  With the frame-relay interface-dlci dlci-number encapsulation-type command, you can change the encapsulation setting per VC.  encapsulation frame-relay encapsulation-type changes the encapsulation on all VCs on that interface.
